Block Limiter Per Day

Suggested name: BlockPlacementLimiter

What I want: The basis of the plugin of what I want is a plugin that limits the amount of blocks you can place each day.
It must be compatible with block which aren't from minecraft and should just take its id of the block and limit that eg: this is done in the banitem plugin, also the main thing is that it must be customizable about each amount of hours you can place an amount of this block eg: each 24 hours you can place 10 wooden planks.
It must work with multiverse and limit blocks for that certain world. Also it must be customizable through ranks.
I have searched everywhere but I cannot find any plugins for this, if someone could create this it would be amazing and I know its alot to ask but it would be very helpful!


Ideas for commands: /limit block [item within in your hand] [hours] [how much allowed of the item per those hours] - adds that item into the config folder with all timings and amount, but this can all be done it config aswell.

Ideas for permissions: blocklimit.override - for admins etc where they can place as many of the limited block, limitblock.[rank/name] - will take from the config list of that rank/name and give the person perms for those certain blocks
