Problem/Bug After Restart, Server Plugins Don't Work

After my server restarted, none of the plugins appear to be working. The weird thing is that I haven't edited or added any files since the last time the server restarted. I am using the following plugins:

Any idea what is causing this?

 

Are there any errors in the console?
