Advanced combat tag plugin

Hello. I am wanting a combat tag plugin for my server.
Here is a example of the plugin:
Plugin category: PvP

Suggested name: AdvCombattag

What I want: There are many plugins that prevent people logging out when they are in combat, but I noticed there is not public plugins that prevent players from entering spawn when in combat. Please look at the example if you do not know what I am talking about. So, what plugin I would like is prevents players entering spawn by settings regions where blocks are placed to prevent them from entering spawn. So basically, I will set 2 points with world edit and enter /advct set {name}. Next I will have a block in my inventory lets say red glass. I will then type /advct block. This will make the wall the item my hotbar is.

Ideas for commands: /advct set {name}, /advct block

Ideas for permissions: advct.exempt, removes the combat wall.
