Plugin Request [1.5.2] Vines break plugin

Suggested name: Something such as Vine break

What I want: A plugin that gives vines a X% chance of breaking when a player attempts to climb them, this should also break any vines below. When a vine is about to break a message such as 'This vine feels unstable' or 'This vine is about to break!', and when the vine does break a message such as 'The vine has broken!'. Possibly configurable in the config also.
The percentage chance should be configurable in the config.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions needed for this plugin. I want it to apply to everyone.

When I'd like it by: ASAP

Context of the plugin (If you want to know) : I have an apocalypse themed server and a few of the buildings are covered in vines to show the time the city has been degraded (Like in the last of us). I don't want players to be able to climb these buildings, but I want them to be able to use vines and such as ladders for their personal homes.

NOTE : This plugin MUST be in 1.5.2 bukkit as I am running a modpack that is still in 1.5.2.
