Yes McMMO does this, the higher skill you have in mining, the more % you get to get diamonds and enchanted books, pretty cool. I'll make that plugin and send it to you by Skype ;)

Yo dude Would you be able to make items drop from mobs when you kill them but make it so if they spawn from a spawner it doesnt count?
