    Yep, You can ask whatever You want ;)

    To have/see spout plugins(GUI) stuff You have to use SpoutCraft launcher. You can set on Your server to kick or not non-Spout client.

    It's mean You can create for example GUI for administrators. In this case who of players should care about Spout? :) If Admin have Spout then he can use GUI, if not then nothing :P

    It depends on You to what Spout plugins gonna be used.
