I've been looking around for quite some time to see if there is a plugin that will do this, and haven't found one yet. I'd like to have the ability to execute a console command when a specific event occurs, such as, Event : A player chooses to walk through 1 of 4 portals at the primary spawn point. Action : The player is added to a particular permissions group based on which portal they chose. Event : A player reaches a specified Level. Action : The player is promoted in their current group ladder and given a particular item. If this can already be done with a plugin or script or something, I haven't found it yet. Well it isnt entirely what you describe (asin it isnt on portals or level for example) but Serversigns. Allows for console command executing. You can add buttons and add commands to pressure plates or buttons or signs. So you can let someone teleport because they hit a button for example with the right command and add them to the group you wanted them to. With permission grant they wont be needing the actual permission either because it will be given to them for a short period of time. Right now a new version is in development.
