So here is whats going on...
I hosted a bukkit server awhile back (1.81) I port forwarded correctly, and even set up a dyndns name, then I stopped because I didn't want to have to keep updating plugins when only I and a friend or 2 used it every once in a blue moon. Well I'm over that and people want to play again, I upgraded my comp with a new proc, ram, mobo, ssd, the works (AMD Phenom x4 3.2ghz 12gb ddr3 viper ram). I had to reinstal windows 7 on my ssd which didn't bother me because I have over 3.5tb of space to back up important things on, however now when i configure the port forwarding to my local ip (192.168.1.3) it wont connect. I turned off windows firewall and norton firewall, (and added in rules to let those ports though when their on) and no luck. I go downstairs on my crappy home desktop (has norton and windows firewall on), configure the ports for its ip, works like a charm...

TL;DR: my computer wont host bukkit with port forwarding set up right and with all firewalls disabled
(P.S my comp wont host any minecraft server not only bukkit, just had to ask here b/c couldn't find help anywhere else)

Thanks in advance for any help anyone can give,
    Nick

Do you have a router? If so, goto: 192.168.1.1 in your browser from the PC you want to host on. Login, double check it is port forwarded to your PCs Internal IP Address. Also if you have port forwarded 25565 on another computer, then you need to remove it because this causes conflicts on some routers.

yes i have a netgear WNDR3300, and I have port fowarded corectly because when i change the ip to my computer downstairs it works and i can connect through my external ip, I added a picture of all my settings if you guys want i can do another except with norton/winfirewall settings
(the pic might not be zoomed in enough on imgshack so I uploaded it to this post aswell)

Can you do this and check your Internal IP is the same as: 192.168.1.3?

Do you got a modem placed before your router?

Also, leave "ip=" blank (in server.properties), there is no need to fill out that, dont use it at all!

um yes? you have to have a modem to convert the cable from your ISP to Ethernet... or am I misunderstanding the question? lol

oh and RROD, do you mean 192.168.1.9? as that is my local IP, I think my problem is not with the portfowarding, or the router, as both worked before I re installed windows, and continue to work when using a different computer on my LAN.

I think my problem is that all inbound traffic is being blocked on unknown ports, and I have added execptions for norton and windows firewall to let it though, and have even turned off all my firewalls that I know of and traffic still would not connect... I can't even get people to connect through hamachi.

If anyone else has overcome this problem or knows how to solve it, help would be really appreciated.

Yeahsh.... you need, but someone got all in the same box and call it a router... Your router may have a firewall as well, and you need to let the port trough it too (if it got)..., Go to the router configuiration and find where it is coming from, the source of it, (a number, probably something about router status) go to that number (thats your modem) and find a way to let the port trough... This is just if it got a firewall and it is enabled...

But what you first would try is to leave "ip=" blank, it doesnt need anything no matter what!

Ya I left the ip blank in the server settings and I couldn't find a firewall on my router (wouldn't it block the connection from all other computers on my lan aswell?, because its just my computer that its not working on)

What I don't understand is how even with all firewalls off I still get a connection timed out error when trying to connect to my external ip and on hamachi... something is blocking the hell out of my computer so it cant host anything... it really sucks

Thanks for the help guys anyways and if anyone does know how to fix it let me know pls lol

Same problem. My server is defaulting to internal instead of external IP. It works fine on my Mac but doesn't seem to work on my PC. The mac is a school mac which we use till the end of the year and it's a bit slow at well... Everything.. So I tried doing the exact same. Portforwarding and using No-IP to create an Static ip which WORKED for the mac. But when I leave ip blank: Defaults to lan ip
When I use my made up IP: Fyrecraft.zapto.org: Cannot bind to port
When I use my internet ip: Cannot bind to port.
