Best custom crafting recipe/crafting control plugin

I turn to the wizards of this forums: what is my best bet for a plugin that does the following:

- lets me add new crafting recipes, ideally using the crafting block grid
- lets me permissions-control who can use what recipe, ideally giving control over both new and default recipes

...Even more nitpicky, a plugin that supports new recipes that use stacks of multiple of a single item (ie: a stick and a stack of 64 coal to make a... megatorch? Not really, but you get the idea)

Is this too much to ask and non-existent? Is it a really obvious plugin that I didn't find? Help me, oh minecraft wizards. You're my only hope.
