Can anyone make a plugin that i have 4% chance to get cocoa beans if i destroy birch leaves with Hoe?

I tried to find a cocoa plugin u moron but i want cocoa only from birch and only with hoe. First mod is bugged and it impossible to set a spawn rate and second drops cocoa from all trees. If u dont wanna help just dont post
