How to use the 'Localization' tab on a Bukkit Plugin

    I've done some thorough Google (and Bing lol) searching, and also browsed through the 50 most-downloaded plugins on BukkitDev's project list, but haven't come across any plugins that use it.

    Basically, it looks like BukkitDev provides some sort of feature to assist with phrase localization (example here), but it seems to have little to zero documentation anywhere.

    How powerful is this underused feature, and how would I go about using it? I love the idea of an open-collaboration project where anyone can submit phrase translations which I can approve and somehow (automatically?) integrate into the plugin .jar per the downloader's locale, which is what it appears this system was meant to do.

    PS: I wasn't sure if this thread should go in the #PluginDevelopment or #BukkitHelp forum, so apologies if my guess ends up incorrect
