Permissions Reloading Problem

I have permissions and I have a problem.
All of my commands are working correctly but for some reason sometimes the commands dont work, which then I have to type /reload and /permissions -reload PvpGriefRaid1
This is extremely annoying and I want to know how to fix it.
This is for every command for default and moderators, not the ones with -*
PLEASE HELP!
This always happens every like 5 minutes and it is so annoying.
Windows 7
No wrappers
818 craftbukkit build
Plugins are Admincmd, borderguard, herosneak, iconomy,kiwiadmin, myhome
noexplode, openinv, permissions, prefixer, simplebuy,teleconfirmlite
No commands work unless i reload the permissions.
No error it just doesnt work

Sorry, just added more info.

 

There must be an error in your server.log...usually when a plugin malfunctions (gets caught in a loop, tries to access uninitialized variables, etc) the commands will not work.

 

So in other words how do I fix it?

 

Can you check your server.log and find out what the error is first

 

nothing in server.log
