Jailstick working in 1.11

I keep on looking for a plugin that allow cops to use a item (editable in config) to jail someone for a certain amount of time (editable in config), and there is a certain amount of hits that it would take to jail the person (editable in config).

Commands
• /jailstick - Switch between enable and disable

• /jailset - Set the jail location where you are standing.

• /jailleave - Set the jail leave location where you are standing.

Permissions
• jailstick.set - Set the jail and leave location with respective commands /jailset and /jailleave.

• jailstick.use - Be able to use /jailstick, hear 911 messages and use duty mode (Become a cop).

• jailstick.bypass - Bypass the arrest.

There are plugins but they dont work in 1.11
