Plugin Help animals aren't spawning!

so I am trying to get animals to spawn on my server and no matter what I do they don't spawn. I have a region with the flags, mob-spawning on allow and everything is correct in the server properties. from what I know the problem is probably somewhere in essentials or world guard. the gamerule, domobspawning is set to true. I am trying to let 3 spawners on the ground (pig, chicken, and cow) spawn animals like they should. If someone could tell me whats wrong or what to do I would appreciate it very much! thanks!

just a quick side not. i was trying some tests to get it working (still no luck) and i realized i can use a spawn egg to spawn the animals but its the spawners that don't work. i don't know where i could possibly find the problem to make spawners work so if anyone knows please help!

Go into your server folder > server.properties and check if one of the lines says something like "spawnAnimals" or something. If it = false, make it true. If not it must be a plugin installed on your server. =)
