Filled EXPERIENCE levelup with cash (SIMPLE PLUGIN)

Suggested name: EXPCashUp

What I want:
A basic plugin that will allow people to level-up their exp level with money. (Note that this is an entire exp level) Also, I want it so that all other ways to level-up is disabled. (Or at least make it configurable so that you can turn off all other sources of EXP income!)

/levelup - If you have enough money it will give you 1 experience level. Cost will be configurable in the config with a start amount and a times "1.xx" formula to make level ups harder.

Ideas for permissions: ecu.levelup

When I'd like it by: before Sunday!

Other Information: I'm using spigot 1.8, also using essentials for my currency plugin -.^
