   Simple plugin, with a command you can disabled item frame rotation in a region.
   There was a plugin that did this but it is long outdated, its name was Item Frame Rotation.
   
   Its such a simple thing, that confused me when no one has done it.
   And, no, the flag entity-itemframe-destroy doesn't stop rotation.
   
   Commands:
   /nifr (region) (allow/deny)

   If you have world guard, you can use this as a flag for a region.
