Plugin Help MagicSpells

Here is what I need for my server:

• Players vote for 5 minutes of WorldEdit
• Once the vote is registered, players are given a MagicPotion in-game.
• When they use (drink) the potion, they are given 5 minutes of WorldEdit.
• Once the 5 minutes are up, they loose the potion effect and WorldEdit privileges.

I saw somewhere else on the forums that they made it work, but didn't say how :/.

@timtower my question is how to link permissions and commands to spells in magic spells, and then how to give the spells through votifier. (Like a listener).
Sorry it wasn't clear.

Does anyone know what I am talking about about this?
