Filled PotterBrooms - Broom stick plugin

Suggested name: PotterBrooms, or Brooms

What I want: I am looking for a broomstick plugin. There is only one plugin currently with the (similar) features I want, and I am getting rid of the plugin for multiple reasons. When players hold a certain item in their hand, they get the ability to fly with a certain fly speed, and when not in hand, the player cannot fly.
Items: - Wooden Hoe, fly speed 1
- Stone Hoe, fly speed 2
- Iron Hoe, fly speed 3
- Gold Hoe, fly speed 4
- Diamond Hoe, fly speed 5

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions needed for this plugin.

When I'd like it by: Best if it is before the end of this month (January, 2015)

 

Here you go, speed increases by 1/5 max per tier of broom

Hey sorry to bother you, but is it possible to add a feature so the brooms don't work in certain WorldGuard regions?

Possibly, Id have to look up how to hook into WorldGuard.
If I set permissions to use the brooms could you use world guard to add or remove permissions?

Hm I am not sure. I don't think I can. Its fine if you are not able to, I can use pressure plates to take them away if they enter areas like Parkour. Thank you though
