Plugin Request LobbyTools

I want a skillful plugin developer to create a working lobby/hub plugin.
This plugin should include the following things:
- Server selector item, API with configurable items/descriptions. After left-clicking a server, a editable message should appear, for example: 'Teleporting you to {server}, please wait...'. After 5 seconds, the user will be teleported to the server (using the /server command from bungee)

- News letter: a item (peace of paper), that when left clicked on will display infinite amount of messages, once again can be changed in a configuration file. it also, if possible, should be changeable with a in-game command, just to prevent reloads/restarts.

- Player visibility toggle, both items/names/descriptions can be changed within the configuration file. This will automatically hide players once they join (if player toggle is off), and should be on "on" when a user joins.

- Warns user after 2 minutes to select a server, then after 5 minutes will kick the user. (Message changeable in the configuration)

- User cannot through items onto the ground, or move the items around his/her inventory.

- A welcome book (possibly using essentials book file) 50 page max.
As you may notice, I want most of everything to be changeable in the configuration. I love being able to change messages. Also include color support.
