Add Permissions With Commands

What I want: What I want this plugin to do , is to be able to give players permission nodes but with a command. For example if I use a donation system like Buycraft, and I want to give a command to a player like, /near, Buycraft only allows you to enter a command to execute (when a player donates) and not a permission node. The only way to give a command is by setting permission nodes.

Also, it would be great if it had a file which would have all the permissions that are assigned to the player/s. (Only that were used with the /addperm command)

Ideas for commands: /addperm <permission node>
/addperms reload

Ideas for permissions: addpermissions.perms
addpermissions.*
addpermissions.reload

You can already give players permission nodes via PEX, the default command is:
/pex user {PLAYER} add {NODE}
and to remove:
/pex user {PLAYER} remove {NODE}
