World Guard/Edit Plugin Additions?

    Hi! I have a simple question to ask. If I were to make a plugin that was just like World Guard where you could select anything with a wooden axe without breaking it, but had different features, would I have to make it a brand new plugin or are there alternatives?

    Developerjohn there is a plugin out there that allows you to create new WorldGuard flags
