anyone know how i make one server 1.7.x?

hello!
i am a java developer and i need help with something...
how i make one server 1.7.x?
have some peoples that has preference in 1.7.2 or 1.7.9
because this i want make one server 1.7.x but i don't know how ;-;
please help me

 

hi i know, the big famous servers lie skydoesminecraft's server can all do that. they do it by using spigot.
there is a development of spigot that is 1.7.x and 1.8.x. it is very laggy though.

have another way to make this?
