Force items in player inventory, only in certain worlds(note: this is not a bungeecord server)

Suggested name: Anything you would like, as long as it has to do with the main topic, something like: hubsettings

What I want: I want there to be a plugin for my server so that they can have a compass locked on to their second slot , nothing special, just a compass with the name of "Navigator" in bold and blue, and it is only in the worlds: "spawn" and "minigames". Also, I want an off redstone torch locked in their 8th slot, named "Magic Torch" in bold red with lore:"right click to hide players", and when right clicked, it turns into an on torch with lore: "right click to view players" and it hides all players. When that is right clicked, it views all players, and goes back to the off redstone torch. Again, this torch should only be locked on the inventory in worlds: "spawn" and "minigames". Only these items should be locked, all other items should be free to move around or be thrown away. About the compass, the reason I don't want there to be anything special with the compass is because I already have compass navigator. Thank you very much, I've tried plugins like "hub essentials", but they were acting weird.
Ideas for commands: No commands needed for this plugin.

This could be done however since 1.7.2 you can no longer have an off redstone torch in your inventory, any other items you would prefer?

 

Slimeball & Magma Cream would work I guess. You can use some Hub Hide plugin and JoinItems for this.

I apologize for not replying earlier, but sadly, my server has shut down with all this stress I have gotten, especially now that school has started, I finally logged back into Bukkit after months of no activity and felt so bad for leaving you all hanging.
