    Hello,
I have set up my permission.yml file as following:

    users:
    Christoph_G:
    permissions:
    - mywarp.warp.basic.warp
    - mywarp.warp.basic.welcome
    robske_110:
    permissions:
    - mywarp.warp.basic.warp
    - mywarp.warp.basic.welcome

    Have I done anything wrong?

You mean, that I must paste this code there and use the output in the permission.yml??

IF you want help, use pastebin, paste it all there. And yes, use yaml parsers to verify that your spacing/strings are all good and error free. Then if it still doesn't work, come back here with pastebin. we'll help

Ok I have pasted it there (link below)

As it is written in the topic I will only use the permission.yml from bukkit!

robske_110 you need a permission plugin then.

Ok, but which plugin is the best?

GroupManager is the easiest. if you are too lazy to setup perms its as simple as installing it. to promote somebody you do /manuadd <name> <group>

robske_110 Don't expect a straight answer from anyone on which plugin is best. PEX and GroupManager, however, are the two most popular. I personally use GroupManager, but it is all your call. Also, you can leave the permission.yml file that is in your server's main folder alone, it gets covered by your plugin as far as I have experienced.
