How many people can this server hold with Bukkit?

I was wondering how many people can fit on this server. My goal is to fit ~12 people on.
Here are my details:

Processor: 2.4 i5 intel
RAM: 6GB DDR3
Hard Drive: 128GB SSD
OS: Windows 7

Internet:
12 megabits down
7 megabits up

Also note that this computer and network is dedicated to ONLY hosting this one Minecraft server.

I would say 20, as long as you use wired Ethernet, not wireless.

Bobcat's is somewhat correct, I'd say roughly 12-16 players, but your internet might be slow. I'm guessing you cannot upgrade your internet, correct? You could hold a lot larger population on a better connection.

 

TheOatBaron I already said the network would be dedicated just for the server. I said my goal was to fit ~12 people so why would I want to upgrade my internet if I achieved that?
