Whitelist not converting with 1.7.8

I am trying to run Bukkit Build #3055 for 1.7.8 and it seems to convert all other files over besides the whitelist. It attempts to convert it but fails. If I remove the whitelist and start the server, it runs normally.

updated to #3070 and it seems to work fine now. It gave me that error still, but I am guessing it may be because the names were misspelled in the whitelist.

When restarting the server, that error does not even show up and the server starts normally.
