I need to create a code that the hotbar is one more item on f5 and the other players is the actual item someone can help me
TheBlack100 You cannot give hotbars an extra item. It's client-sided so hence, plugins cannot affect it.

TheBlack100 First off, look for a plugin like this in the Bukkit Plugin list. Most likely though, as this is McPvP, the plugin is probably private, so if you wanted an effect like this, you'd have to either get someone to make it for you or make it yourself.
