Factions plugin not even loading. (I have Mccore)

I installed both factions and Mccore on my server. When I start up the server, mccore starts successfully, but factions doesn't fail or start. When I do /plugins, it's not in the list, but mccore is. No errors, no nothing. No mstore or Factions folder in my plugins folder... And /f isn't a command. What's happening?

Should I submit this as a ticket?
No one else seems to be having this problem.
