I Got a Failed To Bind To Port And On The Crash Report It Says This

What Does That Mean?
I Port Forwarded With Utorrent And Router did it both together and separate it still is failed to bind port i left server ip blank and ipv4 address nothing HELP PLEASE ON MY LAST THREAD NO ONE REPLIED IT HAS BEEN 1 WEEK (I am Running Windows 7 home premium 64 bit java is up to date i used task manager to get rid of java process no videos help i spent like 3 hours on ytube) [HELP]
