   Get MultiVerse and put it in your plugins folder, then restart your server. After it's back up, go in game and use /mvcreate <WorldName> <Normal or Nether> and wait for it to finish. Once it's done, use /mvtp w:<WorldName>, and you'll be in that world. If you need help setting up portals, post back here. If you want to use an already generated map, put the world folder in your main server directory and use /mvimport <WorldFolderName> <Normal or Nether>
