The other day I was trying to install two mods for the client version of minecraft and one of them didn't work because the coding conflicted with each other. I was wondering if there would be a way to do that with X-Ray but have it as a plugin. I'm not very programming savy, so I apologize if this seems like a silly question

No, he's asking for a plugin that adds an X-ray feature. So people press a button/use an item, and it enables X-ray mode for them. This is not possible in a plugin.
Alright, I couldn't really comprehend what he was trying to ask. So, as bossemness stated, x-ray modifications cannot be converted into plugins. They alter client-side information, not server-side, to achieve the "X-Ray" effect.
That plugins blocks Xray, he wants a plugin that makes Xray. T04ST3DMinecraft Try looking into Zombe mod pack, it has multiple mods and its also compatible with TooManyItems. We cant help you any farther with client mods since they aren't supported on the forums, only reason why this thread isn't locked is because we've been talking about a Xray Plugin.

It is possible actually, maybe not the exact x-ray though. You could send the player block updates and turn everything that isn't ores into glass which would cause lots of lag and fps drop on the client, so technically it is possible but many people don't do it because it's fairly advanced and not very helpful. If someone has already said this sorry, didn't have time to read all of the posts on the thread.
Should be more than possible with 1.7 2 and resourcepack. All the plugin would have to do is to switch resourcepack?
Use Chests, there is a visual bug where only the first 2 blocks shows the chest and the rest are invisible(happens when more than 2 chest blocks are next to each other.)
