And for horses they spawn with a saddle and you can ride them stright away without having to tame them! There a few plugins that can do custom mob drops and mobs. CustomSpawners I think would be best for you. You can make custom mobs spawn from any block you like. For example if you wanted to make saddled horses spawn from a grass block. You could place these wherever you like. Im not sure if that plugin does custom drops but I know ecoCreature does. Just turn off kill payouts and set the drops to whatever you want. Hope that helps.
