MobArena - Allowing players to break blocks and collect items from the drops?

    I am the owner of a server and am looking to create a much more engaging mob arena that will encourage players to play as a team and think about one and other more often.
    The idea is that players have to mine, craft, collect and untiles tools around the area to solve the puzzles. some team members would have stronger weapons to protect those mining so that the miner can get the ores to get better resources to build more tools from and better defenses. aswell as all this the players must mine to get to the higher, more resourceful and safer Levels.

    Okay so here's a picture of the outside.

    This is the first level at the bottom.

    • This level is under the theme of a desert or waste land, and i wont lie. on this level there is only 1 chest and nothing of value to collect unless your looking for glass or building materials.

    This is the second level.

    • This Level is a mine/dungeon theme where there is many ores to collect. also there is a few hidden treats.

    This is the third level, in the middle.

    • This level is a maze and you have to find your way though. lots of prizes await.

    This is the forth level in almost at the end.

    • This Level is a Nether level with many dangerous before the last level like fire. you can collect a few resources from here..

    This is the fifth and final level.

    • This last Level is the most safe place and has lots of building that can protect you as well as a perfect spot for a archer to protect his friends and loot.
    My question is this : How do i make it so the players inside of the Arena can break and collect blocks to help their team?
