WorldGuard Wont' Allow Lighters

I really need help with this. I've checked 5 times, "block_lighters" is set to FALSE.
When I launch the server, WorldGuard even says that lighters are allowed.
HOWEVER, whenever I try to use them, it has the message: You're not allowed to use that here
I'm sure it's not because of my other plugins, I don't have Essentials Protect, and whenever I take out the Worldguard.jar, I can use the lighters.
What's going on?

Try with /rg flag __global__ lighter allow
