Could be CreativeControl? I don't know most of those but I had a quick look and that one seems as if it can prevent block placing. Could I see that config please?

Even though it's time consuming, it might be worth using a process of elimination to figure it out (start the server without a different plugin each time). This would be easier if you had fewer plugins
