   How do I block ALL commands in a region using WorldGuard/WorldEdit,

   Pavlov

   WorldGuard has flags for allowed-cmds and blocked-cmds. I have never used it but this might be the solution to your problem.

   Ok, But there is one problem. Which is, you can only have one full list of Blocked-CMD's.
   So I cannot block all kits in my region for my kit server
