[REQUEST] World Management

What I want: I have a new Hybrid server with 9 different worlds.. the problem is i tried getting Chat channel plugins and world chat channels and they dont do what i want, i want to be able to set Announcements per world so i may in the Hub have "Welcome to ---" where in the Hardcore i may have "Kill to gain money" and them announcements going, then i want to be able to have chats per world.. so i could have Hub on its own channel but then i could have survival and Mobarena crossing so they can hear each other, cause i have factions and its confusing... And also a formatter so i can have colored chat like "EssentialsChat" I would also like it so i can have different login messages like hardcore could be "Welcome to Hell" where Survival may be "Welcome to Heaven", ability to change MOTD's Per world so i can have one MOTD when you join Survival but another when you join the Hub,

If this is possible and isnt too hard, The only plugin i know thats easy with world groups is Essentials group manager.. could it be possible to have a Permissions system for this so each-world has its own permissions? and also a Spawn per world, so in the config i can have the ability to say /Hub will take you to the hub world and /survival will take you to the survival world... Basicly there is so many things you can add to this plugin but i will stop the list there ^ one more thing... players can get banned per world..

Ideas for commands: /Hub /Survival /Hardcore /PVP /Mall Etc...

Ideas for permissions: Dont really need permissions apart from allowing the MOTD and World movement so..

World.MOTD.Allow
World.Ban
World.Pardon
World.Teleport
World.Announce.Listen

When I'd like it by: As soon as possible as my dev has left and this is delaying my servers launch

I am sure i looked and there is no plugin like this so if its made i think it will be a big Hit!
