If you want this you are going to need multiple devs. Make a github for it then multiple prople can work on it. Also, someone just came out with a COD plugin (COD and CS are different, but the plugins seem somewhat the same).
Seems like a cool project, but I did make a De_Rats3 map. It's amazing. Exactly what it is on CS. But you could combine multiple plugins to create a new game play.
