[REQ] BlackMarks [Formatted]

Suggested name: BlackMarks

A bit about me: I'm the owner of the server Altum (see signature) and I've been having a lot of issues about people claiming how unfair the moderation of the server is and how we're all abusing. It's a lot of idiocity that I find a simple black marks system would ammend.

What I want: I'd like to see the ability to give people black marks. They would start with 0 and each time they break a rule I could add a mark or two to the user. At set intervals, custom commands would be run from the console. At, say, 5 marks I could have the console perform the command /mute <player> (the config would specify what commands run at what level and <player> would substitute for the player in question).

a simple design plan for the config:
(excuse me if I'm too clueless about configs)

3: mute <player> 2 d
5: mute <player>
8: tempban <player> 2 d
10: ban <player>

This would give each associated black mark level an assosiated punishment. I don't expect this plugin to handle muting and banning, that is down to other plugins, this plugin merely runs a command via console as the user sets.

Ideas for commands:

/blackmarks: check your black mark level
/blackmarks <user> 1: Add one black mark to a player
/blackmarks <user> -1: remove a black mark (simpler than add/remove in the command imo)
/blackmarks reload: reload the config

/bm can be used as an alias


Ideas for permissions: Just blackmarks.admin for dishing out marks and reloading.

When I'd like it by: As soon as probable

Similar plugin requests: None that I know of (I did check, I may have missed something)
