tried to portforward. another server on port?

    I just tried to portforward and im not sure if its done because i dont have the user and password for my router. so the portforward is almost done so i tried opening my server. it says : Perhaps there is another server running on this port? even though there are no java procceses running. please help.​
    ​
    BTW: this is a bukkit and tekkit server.​

    Restart your computer and see if that helps.

    that error message pops up when there is another instance of java runnging.

    if using PC: control + alt + delete > task manager > processes > java > end process
    if using Mac: spotlight > activity monitor > java > quit process
