Ridiculously Low Natural Mob-Spawns

    Title pretty much says it, for the longest time now I've had terrrrible spawn rates for mobs at night.. on the surface and in darkened, unexplored caves/mineshafts... I assume it's something to do with one of the plugins but can't quite figure out which one.. Server difficulty is set on normal..

    Second guess was something with Multiverse, but i didn't really find anything.. any suggestions?

    Edit the spawn rate ticks in bukkit.yml
