Cant Reach Server, Despite Port Forward

so i used to run a server, but i stopped because i got bored. then i decided why not put it back up? so i put it up and now i can connect to it through localhost of course, but when i type in my ip address, the public one that used to work, it always says cant reach server. it works on localhost, but not on that ip address, so i cant even connect without localhost. anyone know how to help? the public address is 75.185.19.160. i also port forwarded hopefully. thing is im using NETGEAR WNR1000v3, and on portforward.com they have v2, so im using that, and i believe i setup my static ip and have port forwarded to it, anyone help?

EDIT: it also ALWAYS says 127.0.0.1:49260 lost connection whenever i put up my server

 

Have you used this site? It helps ensure that your ports are forwarded correctly.
Did you read the sticky?

 

Try closing the port and then open it agian. this worked for me.

did you allow your server local IP in your router firewall to receive connections from the outside (the world wide web O_O)?
