Residence/Residence Sign Setup Help! Please!

    I want to set up residence on my town but it isnt working
    i have the major town (huge) that i want to protect and then little plots inside the town... i want only me being able to build in the major town and players to build in land plots they buy/rent using residence/residence sign.
    i have the latest build on everything... any help would be VERY MUCH APPRECIATED

    why do you need all that to find out a plugin for plots?
