   hello in my bukkit server then its only ops who can warp other places with worldwarp is it something anyone can fix ???

   Worldwarp hasn't got in configuration file an option whether to use permissions or not?
   if not
   You need a permissions system (like PermissionsEx) so you give the permission to a group to warp to other places
