Mine-carts and boats wont place?

I was playing around on my 1.2.5 bukkit server (recommended build) when I noticed that i could not place a boat or any type of minecart! No one on my small server had ever placed a boat or mine-cart down on the server since it started. I removed all of my plugins and mods and created a new world with a fresh bukkit jar. The problem persisted. Help?

 

Are you trying to place the boat on water and the minecart on rails?

I don't know what on earth is wrong. I have the latest recommended build.

 

I had a similar issue where some mods I had installed client side were causing them to disappear.

I believe it was forge, but I had some questionable methods of fixing it that did not yield any information.

Anyways, make sure you don't have any client side mods installed. That's my suggestion.

I know exactly what is wrong you need to do /region flag (region name) vehicle-place allow
