Why can't I change block as User if I changed them as Adminbefore ?

Hey Cummiunity!
I'm new here, so pls excuse my noobishness. :s
Everything is running fine, but when I change a block as admin, I cant change (build/destroy) the block as user ! No plugins installed.

Maybe you didn't understood what I'd like to ask: How to turn it off? If I changed the block as Admin, I can't change it as User..

 

The spawn area is protected by default. Only admins can change it, there are good reasons for this. Imagine if a new user spawned on the world for the first time and one of your users thought it would be fun to make that a lake of lava....

If you still want to turn it off edit bukkit.yml and set spawn-radius to 0
