Need a hardcore plugin made! Rewarding!

I am starting up a Hardcore server. I need a good plugin developer out there to help me.
Before I tell you what I need here's what reward you will get:
The [Dev+] rank on my server, once its up! This rank comes with all the server commands.
So, if you're interested in making me a custom plugin, here's what it needs to have:
- deathbans, when somebody dies they are banned for a certain amount of time (configurable)
- zombie digging, zombies can dig through dirt, sand, grass, gravel, and clay
- food less, food recovers only 50% hunger of what it normally does
- starvation, players can actually die of starvation, their hearts slowly go down after their hunger bar is empty, until they eat, or they die
- zombieladder, zombies can climb ladders

If two people work together on this they will both get the [Dev+] rank.
This should preferably be one plugin, however, it can be separate ones if it's easier.

IMPORTANT NOTE: This should be 100% plugin, it should require no client modding!
I'm ok with installing any support plugins I.E. Spout

 

1st of all this need to be in plugin requests not plugin development

2nd. You can edit the game difficulty in server settings to allow dying from hunger.
