What I want: I want to be able to place blocks such as torches and pressure plates on all blocks, such as glass, tnt, and glowstone.

This lets you do glass, fences, and a lot of other kinds of blocks.

 

I tried that but it didn't work

Then this would not be a plugin. Try the one above, if it does not work then you are doing something wrong

Are you using the pre-release? Because it works for me and I'm on 1.2.5-R1

 

I'm using it mainly to place on tnt
