I'm don't remember 1.3 taking 3 weeks, more like 6 or 7 days (maybe not even that) are you sure it wasn't a plugin that took 3 weeks?
It's usually only a couple of days, a week and a half tops. As for any plugins your server runs, it will depend on those developers
I'm sure you guys will get a new build up quick as always, you did a great job when 1.3 came out last time and I'm sure you'll do it again, sorry...
