   Just put plugins in the plugins folder, then start and stop your server to load the files.

   download towny the version right for you then run ur server shut it and go to your plugin folder and click towny folder go to settings and click config.yml open that and you'll find a list of configs change them to you need and if you need help reply back or go to Towny IRC
